BackgroundDuring the arrival of the COVID-19 pandemic, various professional ethical guidance was issued to (and for) health and social care professionals in England and Wales. Guidance can help to inform and support such professionals and their patients, clients and service users, but a plethora of guidance risked information overload, confusion, and inconsistency. MethodsDuring the early months of the pandemic, we undertook a rapid review, asking: what are the principles adopted by professional ethical guidance in England and Wales for dealing with (...) COVID-19? We undertook thematic content analysis of the 29 documents that met our inclusion criteria.ResultsThe 29 documents captured 13 overlapping principles: respect, fairness, minimising harm, reciprocity, proportionality, flexibility, working together, inclusiveness, communication, transparency, reasonableness, responsibility, and accountability.ConclusionsWe intend this attempt to collate and outline the prominent principles to be helpful, particularly, for healthcare practice during the COVID-19 pandemic and, hopefully, for future pandemic planning. We also offer some reflections on the guidance and the principles therein. After describing the principles, we reflect on some of the similarities and differences in the guidance, and the challenges associated not only with the specific guidance reviewed, but also with the nature and import of “professional ethical guidance”. McCullough et al. argue that humans possess evolved computational systems for implementing retaliatory behavior that both deters aggression and promotes subsequent reconciliation. However, they do not apply this analysis to the sphere of intergroup relations. We believe their model can be usefully extended to this domain and discuss why this would be possible, pertinent, and productive.

Recent research has pointed to the importance of the prenatal environment in the etiology of autism spectrum disorder (ASD) but the biological mechanisms which mitigate these environmental factors are not clear. Mitochondrial metabolism abnormalities, inflammation and oxidative stress as common physiological disturbances associated with ASD. Network analysis of the scientific literature identified several leading prenatal environmental factors associated with ASD, particularly air pollution, pesticides, the microbiome and epigenetics. These leading prenatal environmental factors were found to be most associated with inflammation, (...) followed by oxidative stress and mitochondrial dysfunction. Other prenatal factors associated with ASD not identified by the network analysis were also found to be significantly associated with these common physiological disturbances. A better understanding of the biological mechanism which mediate the effect of prenatal environmental factors can lead to insights of how ASD develops and the development of targeted therapeutics to prevent ASD from occuring. In September 2008, 10 years after the untimely death of Pere Alberch (1954–1998), the 20th Altenberg Workshop in Theoretical Biology gathered a group of Pere’s students, col- laborators, and colleagues (Figure 1) to celebrate his contribu- tions to the origins of EvoDevo. Hosted by the Konrad Lorenz Institute for Evolution and Cognition Research (KLI) outside Vienna, the group met for two days of discussion. The meeting was organized in tandem with a congress held in May 2008 at the Cavanilles Institute (...) for Biodiversity and Evolutionary Biology (ICBiBE) in Valencia, Spain. The talks at the KLI were equal parts: nostalgic remembrance, excitement over new ways of thinking about old problems, and an unrepressed vitriol against the resurgence of reductionist thinking in EvoDevo. Here we highlight some of the key aspects of Pere’s life and work that informed and infused the talks. (shrink)

To survive, all forms of government require popular support, whether voluntary or involuntary. Following the collapse of the Soviet system, Russia's rulers took steps toward democracy, yet under Vladimir Putin Russia has become increasingly undemocratic. This book uses a unique source of evidence, eighteen surveys of Russian public opinion from the first month of the new regime in 1992 up to 2009, to track the changing views of Russians. Clearly presented and sophisticated figures and tables show how political support has (...) increased because of a sense of resignation that is even stronger than the unstable benefits of exporting oil and gas. Whilst comparative analyses of surveys on other continents show that Russia's elite is not alone in being able to mobilize popular support for an undemocratic regime, Russia provides an outstanding caution that popular support can grow when governors reject democracy and create an undemocratic regime. The use of learning mentors to provide additional support to pupils who experience barriers to learning has become a feature of many schools in recent years. Mentoring places learning within a social context and recognises the necessity to ensure that students feel both comfortable with and in control of the learning process. This paper describes research which sought the views of young people who, having been identified as having social difficulties, had been supported by learning mentors. Their personal interpretation of (...) mentoring and its impact on their lives is discussed and illustrated through use of their own words. Students interviewed demonstrated an ability to rationalise their own situations and behaviors and provide an indication of the important role that learning mentors have played in their lives. It is tempting to think that we have heard just about all we want or need to know about race. As the above quotes indicate, modern notions of race have always revolved around the faculty of vision, with supplementary contributions from other senses such as hearing, as Arendt notes in a tacit allusion to one mark of Jewish difference—the way they sounded when concentrated in urban settings. Yet two very recent works—Mark M. Smith's How Race Is Made and Anne C. (...) Rose's Psychology and Selfhood in the Segregated South —have much to teach us about how race has “worked”, particularly in the twentieth-century South but also, by implication, in the United States in general. Both works assume that, historically, race is no mere add-on to the self, a kind of externality that, once detected, can be relatively easily excised. Rather, it stands right at the heart of personal and group identity in a nation where race and ethnicity continue to assume surprising new shapes and forms. (shrink)

The orderliness of the universe and the existence of human beings already provides some reason for believing that there is a God - as argued in Richard Swinburne's earlier book Is There a God? Swinburne now claims that it is probable that the main Christian doctrines about the nature of God and his actions in the world are true. In virtue of his omnipotence and perfect goodness, God must be a Trinity, live a human life in order to share (...) our suffering, and found a church which would enable him to tell all humans about this. It is also quite probable that he would provide his human life as an atonement for our wrongdoing, teach us how we should live and tell us his plans for our future after death. Among founders of religions, Jesus satisfies uniquely well the requirement of living the sort of human life which God would need to have lived. But to give us adequate reason to believe that Jesus was God, God would need to put his 'signature' on the life of Jesus by an act which he alone could do, for example raise him from the dead. There is adequate historical evidence that Jesus rose from the dead. The church which he founded gave plausible interpretations of his basic message. Therefore Christian doctrines are probably true. As my parents had taught me, I taught my own children the spirit of giving, but it (...) did come from a place of obligation, not passion. I have since come to learn that there is a world of difference between just fulfilling our obligations to each other and letting them guide the kind of person we become.It is ironic how the process of becoming a doctor—a person society expects to be selfless— requires total self-absorption. Think about it. I was trained to compete with my classmates in order to be accepted to the best university, medical school, residency, and then fellowship. I spent more than one hundred hours each week in the hospital during surgical residency. If I had free time, I wanted to do what I wanted to do. I was so focused on the end result that I had little time to think of others, let alone to ponder the inequities of the world.Several events led to the awakening of my conscience. One was an opportunity to go to Ethiopia and perform a couple weeks' worth of cancer surgery through Mother Teresa's Clinic. Quite frankly, I went because it seemed like an exciting adventure. However, I was completely overwhelmed by the experience. The conditions were abominable. The stories of each of my patients were heart-wrenching. I encountered a 14-year-old boy, the same age as my son, who had a tumor 15 cm in thickness wrapped around his neck. In order to hide the tumor he wore a scarf, but this still did not prevent him from being shunned. He traveled by himself for several days on a bus to reach the clinic. He had no one to advocate on his behalf, was unable to speak the local language, had never been outside his village (let alone in a motor vehicle), and he fearlessly underwent major surgery all by himself.The inequalities in health care compared to my suburban hospital were unfathomable. I cried every night in my hotel room. There seemed to be no solution to this situation. Soon after I returned home, Ethiopia became a distant memory. The experience cut me to the bone, but for whatever reason, I did not rally. I did not see myself as part of the solution. It took an entirely different international experience to open my eyes.There is a saying, "One goes to the Himalayas to see the mountains, but returns for the culture." In 1982, on a sabbatical from my surgical training, I went to Nepal to see the Himalayas, but fell in love with the people. Living in the most basic shelters, eating the most basic diets, with no access to clean water or toilets and little access to health care or education, the people seemed happy. This article critically engages with the influential theory of ‘‘molecularized biopower’’ and ‘‘politics of life’’ developed by Paul Rabinow and Nikolas Rose. Molecularization is assumed to signal the end of population-centred biopolitics and the disciplining of subjects as described by Foucault, and the rise of new forms of biosociality and biological citizenship. Drawing on empirical work in Science and Technology Studies, we argue that this account is limited by a focus on novelty and assumptions about the transformative power of (...) the genetic life sciences. We suggest that biopower consists of a more complex cluster of relationships between the molecular and the population. The biological existence of different human beings is politicized through different complementary and competing discourses around medical therapies, choices at the beginning and end of life, public health, environment, migration and border controls, implying a multiple rather than a singular politics of life. Reductionism--understanding complex processes by breaking them into simpler elements--dominates scientific thinking around the world and has certainly proved a powerful tool, leading to major discoveries in every field of science. But reductionism can be taken too far, especially in the life sciences, where sociobiological thinking has bordered on biological determinism. Thus popular science writers such as Richard Dawkins, author of the highly influential The Selfish Gene, can write that human beings are just "robot vehicles blindly programmed to preserve the (...) selfish molecules known as genes." Indeed, for many in science, genes have become the fundamental unit for understanding human existence: genes determine every aspect of our lives, from personal success to existential despair: genes for health and illness, genes for criminality, violence, and sexual orientation. Others would say that this is reductionism with a vengeance. In Lifelines, biologist Steven Rose offers a powerful alternative to the ultradarwinist claims of Dawkins, E.O. Wilson, Daniel Dennett and others. Rose argues against an extreme reductionist approach that would make the gene the key to understanding human nature, in favor of a more complex and richer vision of life. He urges instead that we focus on the organism and in particular on the organism's lifeline: the trajectory it takes through time and space. Our personal lifeline, Rose points out, is unique--even identical twins, with identical genes at birth, will differ over time. These differences are obviously not embedded in our genes, but come about through our developmental trajectory in which genes, as part of the biochemical orchestra of trillions of cells in each human body, have an important part--but only a part--to play. To illustrate this idea, Rose examines recent research in modern biology, and especially two disciplines--genetics (which looks at the impact of genes on form) and developmental biology (which examines the interaction between the organism and the environment)--and he explores new ideas on biological complexity proposed by scientists such as Stuart Kauffman. He shows how our lifelines are constructed through the interplay of physical forces--such as the intrinsic chemistry of lipids and proteins, and the self-organizing and stabilizing properties of complex metabolic webs--and he reaches a startling conclusion: that organisms are active players in their own fate, not simply the playthings of the gods, nature, or the inevitable workings out of gene-driven natural selection. The organism is both the weaver and the pattern it weaves. Lifelines will be a rallying point for all who seek an alternative to the currently fashionable, deeply determinist accounts which dominate popular science writing and, in fact, crowd the pages of some of the major scientific journals. Based on solid, state-of-the-art research, it not only makes important contributions to our understanding of Darwin and natural selection, but will swing the pendulum back to a richer, more complex view of human nature and of life. This paper explores the idea that wellbeing and healthy development should be the central goal of school music programs. After establishing a framework of student wellbeing, the metaphor of rites of passage experiences is employed—through Joseph Campbell's hero's journey and Jane McGonigal's analysis of the benefits of online gaming—as one way to think about high school music programs as potential sites for contributing to optimal adolescent wellbeing. Writing at the nexus of practice and theory the authors analyze two rites of (...) passage examples from their high school music classrooms. Musicking experiences that offer students openings for embarking upon rites of passage hold potential for addressing students' needs for autonomy, relatedness, and competence—needs Richard Ryan and Edward Deci document as predictive of psychological wellbeing in all cultures and that Dissanayake argues are evolved psychobiological needs. I mean this: if I talk or write, (...) there is, I assume, a system of impulses going out from my brain and correlated with my spoken or written thoughts. But why should the system continue further in the direction of the center. Why should this order not proceed, so to speak, out of chaos? The case would be like the following-certain kinds of plants multiply by seed, so that a seed always produces a plant of the same kind as that from which it was produced—but nothing in the seed corresponds to the plant which comes out of it—this can only be done from the history of the seed. So an organism might come into being out of something quite amorphous, as it were, causelessly; and there is no reason why this should not really hold for our thoughts, and hence for our talking and writing. Wittgenstein, Zettel §608 Paragraph 608 of Zettel is one of the most remarkable passages in Wittgenstein, for it presents a more metaphysical view than one would associate with his later philosophy.1 [End Page 297] Despite Wittgenstein's well known opposition to metaphysics,2 Z §608 clearly endorses a doctrine of emergence, the view, that the order in our language and thought "arises" out of "chaos" or "nothing." The general idea in emergentism is that certain kinds of wholes, notably, organisms, are "greater than the sum of their parts."3 Although emergentism has suffered from neglect and abuse for a half century, it has recently become a live issue.4Klee, Kim, and McLaughlin emphasize the kind of emergence which involves "downward causation," the view that the emergent whole causally influences the behavior of its own parts.5 Such emergentism asserts that there is an "explanatory gap" between an organism's characteristics and its mechanical structure,6 where this gap is a matter of ontology rather than mere ignorance of the causes. The present paper argues that Wittgenstein's doctrine of emergence is central to his later philosophies of language and mind. The common view that Wittgenstein's later philosophy is primarily negative has proved a liability for Wittgenstein.7 Cognitive scientists respond that even if there are serious problems with their views, [End Page 298] "Remotely plausible theories are better than no theories at all."8 But Wittgenstein's remark at PI §109 that philosophy should not offer theories has been misunderstood. For Wittgenstein, the paradigm of a theory is mechanics (LAC28-29), and it is not the job of philosophy to explain the phenomena by adverting to hidden mechanisms (PI §435). But philosophy may offer a different kind of positive account, the kind of descriptive account appropriate to emergent organic phenomena.9 According to Z §608, this is a description of the phenomena as it emerges in a history. In order to appreciate Wittgenstein's emergentism, it is necessary to have the correct interpretation of the words "center" and "chaos" in Z §608. Many commentators take it as obvious that by "the center," Wittgenstein means the neural center.10 For in modern neuroscience, it is natural to view the brain as the control center of the organism. Wooldridge, Armstrong, Popper, Rose, Fodor, Dennett, Gillett, Greenfield, and Clark, all use "center" in this way.11Given the modern view, called "central state materialism" as background,12 Z §608 seems to claim, first, that the order of our thought and language cannot be [End Page 299] traced to the neural center, and, second, that intelligence must arise out of neural "chaos." The hypothesis that Jesus rose bodily from the dead is rendered probable in so far as: (1) evidence makes it probable that there is a God, (2) God has reason to become incarnate - to provide atonement for our sins, to identify with our suffering, and to reveal teaching (and so to lead a particular kind of human life, including teaching that he was divine and making atonement, a life culminated by a super-miracle such as his resurrection from the (...) dead), (3) there is evidence of a modest degree of probability to be expected if Jesus was the only prophet in human history who led a life of the above kind, which was culminated in the right sort of way. So, given other evidence that there is a God (and a priori reason to suppose that he would become incarnate),and other evidence about the life of Jesus and other prophets, only a modest amount of historical witness testimony to the Resurrection is necessary in order to show that it occurred. Christianity, Islam, and Judaism all claim that God has given humans a revelation. Divine revelation may be either of God, or by God of propositional truth. Traditionally Christianity has claimed that the Christian revelation has involved both of these. God revealed himself in his acts in history; for example in the miracles by which he preserved the people of ancient Israel, and above all by becoming incarnate as Jesus Christ, who was crucified and rose from the dead. And God (...) also revealed to us propositional truths by the teaching of Jesus and his church. Some modern theologians have denied that Christianity involves any propositional revelation, but there can be little doubt that from the second century until the eighteenth century, Christians and non-Christians were virtually unanimous in supposing that it claimed to have such a revelation, and so it is worthwhile investigating its traditional claim. This article is concerned with the Christian claim to have a propositional revelation. The first section describes the process by which Christians of past centuries have come to believe that certain propositions have been revealed. The second assesses alternative philosophical accounts of what constitutes a belief that such-and-such propositions have been revealed, being a ‘justified’ belief. (shrink)

I assume that there is a God of the traditional kind who became incarnate in Jesus Christ, was crucified and rose from the dead; and then ask what follows about our moral responsibility to God, and his to us. This chapter argues that the command or commendation of God can change the moral status of some but not all actions, (...) making them good or obligatory, bad or wrong, when they would not otherwise be so. God does not issue commands that cover the whole of our lives, although he does make it supererogatorily good for us to use our lives in certain ways; and only those who do so use their lives will attain salvation. In Truthfulness and Tragedy Stanley Hauerwas provides an account of moral existence and ethical rationality that shows how Christian convictions operate, or should operate, to form and direct lives. In attempting to conceptualize the basis of Christian ethics in a manner that will render Christian convictions morally intelligible, the author casts fresh light on traditional theoretical issues and articulates the distinctive Christian response to contemporary concerns such as suicide, medical ethics, and child care. The first section of the book deals (...) with methodological issues: the meaning and nature of practical reason, obligation claims, natural law, and self deception, and the affinity of story and ethics. It focuses on the relation of truthfulness and tragedy and the need for a story--a set of religious convictions or "grammar of theology"--that does justice to the tragic character of human existence. The second section addresses substantive issues: suicide, euthanasia, and the value of survival; the moral limits of population growth; the definition of "person" for medical reasons; and social involvement and Christian ethics. The overall theme is the need for a community in which truthfulness is a way of life. In the final section, devoted to the problem of how to care for retarded children, the implications of the author's ethical position are given concrete expression. He discusses the assumptions underlying the willingness to have children, criteria for humanness, medical ethics, and how truthful communities deal with suffering. In Truthfulness and Tragedy Stanley Hauerwas extends and clarifies the ethical position set forth in his earlier books Character and the Christian Life and Vision and Virtue. He is associate professor of theology at the University of Notre Dame. Rose erroneously believes that the sciences of human behavior are being swept with a wave of genetic determinism. Actually, sociologists and psychologists remain predominantly hostile to any genetic influence on behavior. They will love Rose. The few behavior geneticists and sociobiologists in these disciplines are marginalized and looking for a little respect. Rose impugns their motives and ridicules their science.

This slim volume contains many concise, jargon-free expositions of Alfred North Whitehead's thought, which it presents as a "metaphysics of construction". The main principle of this metaphysics is that everything is a product of creative self-ordering. Rose presents Whitehead as belonging to the Kantian tradition. But, whereas Kant limited self-ordering to the constitution of rational subjectivity, Whitehead broadens and ontologizes the domain of self-ordering. Simply put, Kant's set of categories applies only to the human subject, whereas Whitehead's larger and (...) different set of categories applies universally with the human subject being one application. Section II offers four papers from a major conference (...) on "Mind/Brain" held in Osaka, Japan. In addition to publishing two clinical papers by the Chicago analyst John Gedo, _The Annual_ introduces readers to two prominent Japanese neuroscientists whose work is relevant to psychoanalysis. Hiroshi Utena links brain development to the individual's freedom to make optimal adaptive choices, whereas Makoto Iwata outlines the modular organization of vision in the brain and then illustrates each modular potential by examining the paintings of four artists: Mondrian, Duchamp, Seurat, and Rothko. Kenneth Newman's sensitive consideration of analyst self-discourse as the outcome of successful management of the countertransference and Frank Summers' astute assessment of the place of self psychology in the history of psychoanalytic ideas are followed by three engaging and instructive studies in applied analysis: Elaine Caruth and Milton Eber's examination of Woody Allen's _The Purple Rose of Cairo _as a metaphoric depiction of the blurring of boundaries in psychotherapy; Frank and Annette Lachmann's study of the creative process of Henrik Ibsen as a self-transformational response to narcissistic injury; and W.
